US Customs & Border Protection requires all general aviation pilots departing from or arriving in the United States to provide pilot information, aircraft information, and passenger manifest to the government at least 60 minutes prior to departure.


The Mexican National Immigration Institute (INM) now requires all pilots to submit Advanced Passenger Information (APIS) to the Mexican government before every flight entering or exiting Mexico. Failure to comply with these regulations could result in fines of up to $5,000 (US) per day. Pilots are required to call within 30 minutes of departure and after the cabin door is closed.
